I figured I would ask first.

I've been a restricted user for over a year now and I can't do anything in the marketplace on this site. I need to sell of the extra crap laying around my garage before I buy another house. This wasn't my first username here, so I have an old log-in if I can remember the password.

I looked through the rules and found this:

Number 9 under permanent bans mentions users creating another account if their primary one was banned. I don't want to dig up an old account to sell things if it will be against the rules. Am I in the clear here?

The rules are pretty clear on using multiple accounts to avoid a ban/restricted status. If such members are caught doing this, both accounts will be banned permanently.
