Nope, they block all proxies here too 
Some dumbf*cks used to stream movies, hogging all of the bandwidth, so they blocked all streaming sites. THen they started using proxies, so they blocked those. THen they started blocking myspace, most forums, image sites.
Damn... Its like they want us to work or something.
