The car has to be a "50 state" car, if they even had that in 83, and has to pass Cali smog. You also have to drive it to the DMV so they can inspect it before they will do the registration. I just went through this when I sold my Texas truck to someone out here.

I bought my car from Indiana. I am in the process of registering it right now. You have to pay a bunch of taxes and stuff. You take it to the DMV and they inspect the vin and such (they don't care about smog in this inspection), fill out a few title transfer forms they give you, then you have to present a california smog certificate. Not too bad really. Just a little more expensive then registering a car normally.
