the manifold bolts were a problem. One head had the 3 bolts broken and the other had 1 and the rest all loose. Still running thou.

I'm from Long Beach, but live in Houston now and what you said is totally wrong. All you need here is liability (like everywhere else in the US). They do not require you to have any more than the bare minimum. And having been guilty of always 'buying' my smog certs in Cali, since I could never pass for some reason, that's one thing I never have to worry about having here. They don't have the smog check.
