The actual rule is that you have to abide by the rules that the base is located in. So since pendleton is in California, you have to abide by California's rules, even if your car is registered in a state with no smog, like Wyoming.
All he needs is a smog certificate from a place. He could just go in there and say, "Hello, I just need to run this thing for smog, so I can bring the certificate for base."
Not saying all people do it, but if you wanted to get it "friendly" smogged, most of the shops just want to know that you don't work for the DMV, so if you bring your military ID, that just might suffice them to prove that you don't. Ya feel me?
