AZ folks - questions about emissions testing

Looks like I might be relocating to AZ next year for work possibly in Glendale.
I'm living in Illinois right now and where I live we have OBD2 emissions testing. But.... I have my car registered at a PO Box about 30 miles south from where I live and that county has no emissions testing. So I am able to avoid emissions tests.
Anyone know if you can have your registration for your car at a PO Box in AZ in a county that doesn't have emissions testing? It's no big deal if I have to drive an hour or two to a PO Box if I can avoid testing. My car will pass an OBD2 test, but the thing is so loud and stinks of raw exhaust fumes, I'd rather not draw any attention.

I know being out here there are some counties that don't have the strict emissions rules. I think Pinal county is the only one I know of. But honestly with my stuff, I've left it in the IL status and that way they don't bother you at all. So if you don't have emissions coming up soon, I'd leave the registration back in IL if you can because they price tags out here based on the value of the car
