You broke a law and were caught, thats the bottom line, not to mention that was a traffic motor officer, so 100% of their day is tickets, no he does not have a quota to meet, thats just stupid. Its not like he gets paid 5 bucks a ticket. Oh and he pays taxes too, so basically he has to pay his own salary.
