LAX Police has officers that go around their parking lots and cite for window tinting, front plate, and expired tags and it's all legal.
i would rather stand by my car and have a chance to defend myself than try and run or avoid it. besides they can always wait for you to leave.

ACTUALLY THEY CANT TOW IT AS LONG AS ITS NOT ILLEGALLY PARKED! caps>me and a front plat is all i have to be worried about. plus if ur by your car they can and will make you pop your hood! They try doing that to my friend a month ago and in and out! friend said "let me speak to your watch commander" he talked to him and the officer that wrote the ticket get written up!

Also per the Streets and Highways code, for a road closure to be Permit to be issued both local Fire and Police agency’s have to be notified and agree to the road closure
