Hey, I live in the Denver area. I'm probably out of the "beat him up" stage..that can sometimes backfire, and his sister?..well that might get me in trouble with my wife.
As I have gotten a little older, and hopefully wiser..Using the law and getting a lawyer is going to go the farthest to solving this problem.
You probably can sue this individual and get a judgement. You would have to do it in the county of residence (Denver county?). By a lien or judgement, you could get damages, court cost etc. You simply hire a lawyer that practices in Denver, and get a judgement.
I know you probably already know this, and I bet your frustration is immense. But to get your money back, you go to court.
You would be surprised how effective it is. Just some advice from a seasoned veteran here. Don't get mad, get even!

we are pretty aware of our rights when it comes to court and suing. I have been giving this guy the benefit of the doubt for long enough now. I think its time to contact the lawyer.

Sounds like a plan.
I agree you've been far more patient than I would have been. In addition to civil damages, it is not out of the realm of possibility to file a criminal complaint of theft [ theft by deception ].
Time to play hardball. While the law can be slow, ultimately it not only gets your money back, but it sets a great precedent. It will be the last time anyone will try that again.
I know it can be expensive up front, but it's great when you win!

We set up payments:
