Check and see what motor he has first, trust me, i used to be all into the imports and ya if he has a b18c or a H22 motor, hell with a stripped interior cams a full exhaust and a 100shot those cars are some running some bitches.

I ran my buddies matts blue integra, fully stripped interior, cams, cam gears, skunk2 intake manifold, and pretty much a built motor with 150shot, and he was sitting right next to me, all i have is a rpm5 cam, FLP LT, 3in dumps and a tune(390hp/380tq).

 

I raced one similar and Traction Control was on (bogged), Missed Third, and spun like hell and beat him by half a car...

I agree w/ the above. Check out the motor and see whats on it. If you think you can beat him (and i say think because I don't know whats done to your car) then tell him that if he is so confident go for $200 or $300. Make sure you record it and post it up on here and on myspace.
