Maybe if it were a sealed system, it might actually make some power. I agree the cold air isn't hurting anything, but it damn sure doesn't make 2 tenths difference. Or any noticeable different whatsoever.
And also, you use stock cars from "magazine" testing, well, the stock ram air has baffles right in the way of flow! What little air does finally make it into the engine bay is blown upwards and out of the way from the venting of air coming from under the car!
