I did a lot of research when I got a red light ticket in CA and I got out of it. Your brother will get the ticket because its his car. He needs to go to court and plead not guilty saying it wasnt him driving. It should be clear from the photos that it wasnt him. They will probably pressure him to say who was driving but he doesnt have to say. Just make sure he doesnt lie like saying "I dont know who it was". He can just refuse to answer. The ticket will be thrown out.
