Hey guys,
I had a couple guys willing to help but things didn't work out. Anyone else know of someone that can help me out. This would be extremely helpful...

I paid my tags on time but my reg was incomplete b/c of the smog.

I paid my tags as well, but i never had it smogged. I drove the car like that for over a year with no problems. If a cop stopped me, i would just have said that i barely got my car up and running and that it had some head gasket issues (or some other bs story). But it never got to that point. I say keep on driving it until you can find some help.

In California only a "Jedi Master" can get you out of this one, let him wave his hand and say "you don't need a visual", "this car passed the test", "move along".

Technically you can't do it, your registration is still incomplete. No problem with insurance, and ironically, I had the same excuse idea as 1fastz (but I was going to say "broken rear axle").
I'll update the forum on what happens when the car gets smogged over one year late.

When operationg a vehicle with a permit, you will get repeatedly stopped and the cops they gotta do their job, they will double check that your registration, insurance and drivers license are valid. Instead of dealing with the needless stress, I say, just figure out how to pass the car and get your tags so you dont get harassed.

Here is an educated explanation in a nutshell. When the dmv gives you a red number called a temporary operating permit, what that means is that you have paid all your fees and you have showed proof of insurance. When you have paid all your fees, you can drive your car around with the red permit openly displayed until you fix your car, even if your tags are expired. If your permit expires, you can still drive on an expired permit for another 60 days or so. After that, I wouldnt push my luck, just go in and beg for another permit.
