Found this way old thread and thought I would chime in. I now own the Escondido, CA B4C Camaro. It was sold at auction in May. Is a 1998 police package - 1 of 239 that year.
From what I know of the car, it was the only B4C for the department. CHP runs/ran similarly equipped cars from 2002 - and yes, the holes are for the siren speakers mounted behind the bumper skins.

B4Cs also came with the 6 speed as an option. A rare option, but some are around. This one I have is an auto. WSP here in WA had 2, 2000 B4Cs with the 6 speed manual. Only 9 were made in 2000 with the manual tranny in the B4C package - kind of wished I had been there when they auctioned them off.
