Depends on the use and condition. Are those 38k miles 1/4 mile at a time? Why is the stock engine gone? If the car has been to hell and back I wouldn't even want it for KBB wholesale. If the car is in decent shape then certainly pay KBB 'private party'. If you love the car, then a little higher than that would be fine, but not too much. No seller gets back what he puts into the car. If he is asking crazy $$, walk away.

No he is older man bought the car and treated it like his baby. Near perfect interior, he cruised in it. Still has stock 10 bolt so it hasn't gone thru too much hell or it would have broke. Seen track a time or 2.

That's an interesting find where the guy went 'cruising' in it more than running it. Still curious about the original LS1 engine or did he just want a 427??
If you are comfortable with the condition of the car, his driving history, and everything about it, then the car is certainly worth KBB pricing. My zip code shows a lower mileage 2002 WS6 in the $15,000 - $16,000 price range. I doubt he could sell it for more than that so you really shouldn't buy it for more. Of course that is up to you but that price range I mentioned above certainly seems OK if the car is truly in 'very good to excellent condition' and appeals to you. It's obvious he has a lot of $$ tied up in that car but that was his choice and no one else should pay for it, and most likely won't. Best of luck!!
