More details please. The mileage is right but has the car been kept in a garage it's entire life or outside in the elements? Clean title? How many owners? Mods? Stock? Need tires, fluid changes, etc....??
It's all in the details. I would pay top $$ for a wonderfully maintained, 1 or two owner garage kept example with new quality rubber. Anything shy of that starts the value spiral downward. That 'needs' list you have is not a deal breaker but I have a feeling there is more.

Just an FYI...that "small bubble" near the rear window, I'm guessing that's on the roof? This little bubble is actually a BIG problem. All the T-top/hardtop '99+ cars eventually get this issue, there is no permanent fix other than roof panel replacement (the bubbling eventually gets much worse if sun/heat exposure continues, leading to oozing). The issue is pretty well known, but not everyone will catch it. A knowledgeable shopper will be concerned with this if they see it though, since it's a big job to properly repair (and very costly if having a shop do the work).

Thanks! I think you would be fine at around $6,000, especially with those relatively low miles. Of course offer a little less, like $5,500 to cover the 'needs'. Lots of life left in that car unless driven too hard. If the Formula needs a few grand over the next year or two you would still be fine unless the paint is bad on the car. That gets pricey for quality work. Good luck!
