Default Difference between stock Speedlines and Billet Specialtie wheel finish

The stock Speedlines I can hit with just soap and water and clean them up with a dry towel and they look great. I don't even need to polish them! The BS wheels show water marks you can't get rid of and never really look like new again. So my question is do the Speedlines have a coating on them or just polished more? Reason I ask is I would like to duplicate it on the BS wheels so they stay looking good even if I have to buy some sort of polishing kit. Any ideas?
