Can it be fixed=yes. Does it need to be fixed=maybe not. The damage you have there is entirely cosmetic, it will not affect the function of the wheel or tire in any way. BUT, If it were mine I would walk by it every day and it would drive me crazy. I have fixed many of these, the lip can be worked into pretty good alignment (with the tire off), but the gouged out material on top will have to be blended a little more flat with some very fine sandpaper, then polish. On some really bad gouges, I have added some lo-temp filler aluminum and then remachined the lip, but that was on some much worse than yours. Don't take too much material away from the edges, you don't want to thin it (although it's in a non-critical area), just blend the edges in smooth.
