The angled from alignment would be called "negative camber." Sometimes it's intentional, as with my car, which has negative 2-degrees up front and rear on my GTO for handling.

They look very simlar to a Boze wheel as well just with custom engraving on the center cap and spoke (Which they do). I got a quote for 18s expect to pay $4500 + Shipping & tires.

the wheels are Maya RT5. The camber on the front could be to get the wheels in the fender so they don't rub or stick out.
