I plan on going high low 10's high 9's. Rims will only be used at
the track. People always going back and forth on M/T and Hoosiers.

Here is my setup with tires.
M/T ET Streets 28X12.5's out back. Up front I'm going to a Mickey Thompson tire, as "bug" tires are just not rated safely for speed or weight on an Fbody.

.Regarding tires, if your using them primarily at the track, most definitly choose either a MT drag as mentioned above, or a Moroso DS2 (I prefer the Moroso's). They are MUCH lighter and have less rolling resistance over the MTT 1573 front runner. The "Bug" tires, should never be a consideration due to their speed rating. For the rear, depending on your gears, choose a 26,27 or 28 rear diameter tire in at least an 11.5 width.
Both MT and Hoosier are good tires, an advantage with Hoosier is you can go with a 27 if the 26 is too short or 28 is too tall. Hoosier mentioned tubes are an option on the track, tubes are recomended for the street, MT states you need tubes period...most guys don't use tubes either way, but if this is a concern to you, then Hoosier may be your best bet. If your not sure which you prefer, go with Hoosiers one time, then MT the next for the rears (or vise versa)...they are relatively inexpensive, so switching will give you your own personal experiences with them instead of possibly missing out on choosing one type only through recommendations.

as stated above, the 26's are a good option. I know this is a question that comes up often...This does change though with track conditions as well as with the weather. Having two set of rears with two size tires is the best option (though not always monitarily feasable).
Since the tires are relatively inexpensive, try one size, then the next time, try a different size. Take the advise of others (including myself) with a grain of salt. Each user will net different results as driving habits differ....experiment and see what works best for you and your car.
Regarding the front runners...if your using them mainly for the track, true drag tires are best by far as they have the least rolling resistance as well as weigh the least by quite a bit. They also work best in conjunction with a similar rear tire design ie. et streets. Mixing a radial and non radial is not recomended and can give you unpredicable results (rear squirles around differently then fronts).
If your using the runners on the street (against Bogart, Weld and other rim manufactures recommendations). The DOT legal MTT-1573 may be a better suited choice as it will handle better on turns due to the additional side-wall strengh.
Choosing either one will be a tradeoff in some areas...choose the one that best fits your needs. Sort of like an all season radial is never as good as a winter specific tire and a summer specific tire....most people, for ecomony reasons choose the all season as it fits both needs with some trade-offs.
