Why does everything require positive offset?

Why does everything require positive offset? i kinda want some dish and found a set of wheels with a -13 offset but i notice in the sticky uptop it says +38-55mm offset for 8" wide wheels.... wouldn't negative offset be even better for clearance? or is that the maximum positive offset? meaning i could run 37 and under to the moon and back?
(i understand it adds more stress having negative offset... found that in the sticky too

^that. now at stock height you can go as wide as you want and not rub.. if you're lowered, you are going to run into rubbing issues at the fender as you go less positive. I had 27mm adapter up front on 8.5 c6z wheels, which i believe were 56mm offset.. so essentially a 28mm offset. I had to trim the fender lips to prevent some rubbing (couldn't find anyone locally who could roll the plastic fender)
