Yes they are 17x10 all the way around.
No they are not chrome, they are polished. Wish they were chrome, but couldn't pass up the deal I got on them.
As for cost, I bought them from an idividual at a hell of a price. I got all 4 rims, 2 front tires that are dunlap 275/40/17, back 315 Nitto DR's (all sets of tires are less then 2 weeks old), and the other two dunlap that have never been mounted to use as I need them. Got all of it for $700!!!! Rims are normally $319 a piece

He doesn't worry about money very much He owns 3 fbodies, 2 mustangs, a huge boat, a couple old police cars, a couple "daily drivers", rental property, and a storage place. Needless to say I found a good deal though
