OK...so I tried waxing the rims but it didn't help much. Should I get some really fine grit wet/dry sandpaper & try to remove it that way?? Do these machine faced rims even have a clearcoat??? What will get these irritating scuffs out?????

As MadIce pointed out, waxing will do jack **** for the scuff, unless you want to protect them.
Depending on the scuff marks, a clay bar might help you, or abrasive polish.....take some pics and post what it looks like and we'll be able to help you.
