yes, I believe they will. If the lamp is deactivated. then there is no need to check or scan the EBCM.

If your state scans your pcm, then there will be a code left in. If you don't get inspection testing, you may not have your pcm scanned.
If they see a light though, then it can give them reason to scan the pcm or just say, they won't pass it since the mil lamp is iluminated.

well no ses light is being set so no dtc's are being displayed
they only scan the pcm for 96-up cars` for emissions in illinois
so if i take out those bulbs i should be ok right? being that they are ebcm codes and not pcm codes
