Mothers makes a spray on wheel cleaner i use. you spray it on a DRY wheel and let it set for about two min. then you take your hand or a towl and rub it off while you spray it down. that stuff is pretty strong to be spray on cleaner and it always work for me. sometimes i dont have to get down and wash them. i just spray and rinse.

I used the small powerball and chrome polish on my chrome wheels, and it did wonders. I bet a powerball and a name brand metal polish would get you there.

This is why I don't let my TT2's get wet. I cover them with black garbage bags when I wash the car. And i clean them once a week with a mf and ammonia-free windex. Works great and lets you go a lot longer between poishing. Of corse this is only if you dont drive in the rain.

White vinegar works excellent.
Powerball would work also as others have stated.
