Front Tire Rub, Need Help!

I have 18X9.5 rims in front on my 99' Firebird Formula , and they are rubbing? Is there anything i can do besides putting a spacer in?

not exactly sure, the inner part on my front tire has a line going all the way around. I'm thinking it might be rubbing against the front axle when I turn
