275/30/19 out back and 245/35?/19 up front.

What is the offset for the 19x9.5in EVO's?? I was told that they are 38mm offset and according to a few wheel sites out there, they dont have the option of running 9.5's upfront, only the rears.....whats the deal here, i see so many cars with 9.5's on all fours.
