The fuse is blown. Check again - there are two fuses involved. The TAIL LPS fuse protects the parking lights, tail lights, and dash lights. The IP DIMMER fuse protects just the dash lights.
Never rely on a visual inspection, always use a tester or replace with a known good fuse. A fuse can look fine but still be blown.

I've never quite understood why some people will tell you it's the BCM no matter what the problem is. To hear them tell it, the BCM is responsible for turn signal malfunctions, poor radio reception, bad gas mileage, birth defects, and global warming.
The BCM controls a number of body related functions. These are keyless entry, alarm, power door locks, audible chimes (seatbelt, etc.), courtesy lights, retained accessory power, hatch release, and the VATS system. It is not connected to your dash lights in any way.

changed both fuses still nothing. when i turn the lights on the radio an odom. dimm down to black almost. anything else that would cause this. i didnt get that master cyc. level connector yet could that cause it?
