They're not factory HIDs, then. It's a kit that the dealership put on.

right...they offered the kit and install as a last resort to get him to buy the car lol..

That pretty much sums it up. They installed a $50 HID kit. You can confirm it by taking a look for yourself and seeing which bulbs are used. If they are D1S, D2S, D3S, or D4S then its a real OEM HID setup. If they used rebased H11/H9 HID bulbs, then its an aftermarket kit.
