Default Need help with factory electric cooling fans on 97 firebird

I have been trying to figure out why my daughters electric fans aren't coming on.
The car is a 97 firebird with 3.8L
Does anyone know off the top of their head what temp these things are supposed to turn on at?
Any help would be appreciated.

If it's the same as the LT1 cars low speed fans come on at 226, off at 221 - high speed fans come on at 235, off at 230 with stock programming. Just wondering the temps or is the car overheating? Different section might be more helpful if it's overheating.

The car isn't over heating yet.

What got all this started was I changed the oil and filter in her car and noticed it was leaking coolant, found that the tank on the radiator was leaking so I took it out and had the tank replaced, reinstalled everything. When burping the coolant making sure everything was working correctly and of course the temps got up to what looks to be around 220/230 on the guage and the fans didn't come on. So I started getting concerned.

Something I should've mentioned yesterday - turn the AC on max cool and see if they come on.

I did that lastnight hoping that they would come on and let the car warm up to 220-230 but they never did.
I also replaced all three of the cooling fan relays in the relay box under the hood.
I would have thought that the fans would have started up at 220 with the A/C on max but it didn't.
The fans turn free by hand so they aren't bound up or anything.

I'd try jumpering the pins on the DLC to see if they come on. Should be the same as the LT1 cars. More info here: http://shbox.com/1/4th_gen_tech2.html#cooling
