My speedo sits at 15mph just sitting there and just reads all messed up the entire time also my fuel gauge reads full all the way past full and empty is on the quarter tank mark. you think just changing the cluster out will fix it?

Has it always been this way? Has it had a gauge overlay recently and the needles were not put back correctly? If not then maybe it's just an electrical problem in the cluster. Sorry not much help it's just kind of hard to diagnose things without being there sometimes.

I bet the needles have been removed and were not put back correctly. Try adjusting the needles before buying a new cluster.
