Default front turn signal lamps

hey guys I don't know if this is normal or not, but for the 4th gen trans ams the 1999 specifically, is it normal for the front turn signal lights to be on solid as if the parking lamp switch was on?

If you turn on the parking lights, you'll notice that the brightness changes between DRL and Parking Light mode.

Actually no... you'll notice the brightness change either way.

With the key on, turning on the headlights makes the lights go from bright (DRL) to dim (parking/running lights).

With the key off, turning on the headlights makes the lights go from dark (off) to dim - still a change in brightness.
