Access to the dash cross car harness

I've been tracking down a problem w/ the car that's been there since I bought it. 98 Camaro

No speedo, no fuel level. This car has evidence of a prior critter in it, as well as some decently done repairs.

I'm able to pull speed off of the DLC connection, so the speed sensor is good, as is the pcm itself. However, no odo, no speedo movement. I've swapped out dash IP clusters as a test. I started pulling some of the harness out and attempting to trace down the circuit - 817 .

Looks like I've got good signal from the pcm up to connector 220 in the passenger footwell.

Nothing from 220, to the radio, nothing from the radio to the dash ip cluster pin B12. Looking at the diagram there's a breakout location S242 that the speedo signal splits to the IP, radio and BCM. Best I can find is that this location is somewhere in the main cross car harness near the DLC plug. Doesn't look very accessible - is there anyone that has any tricks to get to that area w/o disassembling the entire dash?
