There is no such thing as a latching relay.

As you can see from the picture, once the connection from 86 to 85 is let off, the 87 becomes closed and 87a becomes open again.

Here is how to wire a normal 5-pin SPDT relay to latch in the on position and provide constant power when it receives a momentary positive pulse:


And here is how to wire a normal 5-pin SPDT relay to latch in the on position and provide constant ground when it receives a momentary negative pulse:
