Default Strangest problem with my horn

Recently I was checking out my car with my neighbor. I had the hood open with the engine off and the alarm unarmed. He went to shut the hood, and my horn started blaring non-stop. Not a constant beep-beep-beep (like the alarm going off), but as if you were leaning on the horn without letting go. Nothing I tried would turn it off (turning ignition on, unlocking with key fob). I ended up having the pull the horn relay to get it to stop.

Today, I started my car and about 10 seconds after I started driving the horn blared on its own for a few seconds and stopped.

WTF ????????

Who installed it? Sounds like the horn wire is loose or grounding out.
