Yes, the change came with the redesign of the Camaro front end but it has nothing to do with the legality. It is perfectly legal to have all four headlights on when using the high beams (Firebirds do this). State laws specify the minimum amount of light that headlights must produce but I have yet to see a state law that limits the maximum light (and I have read at least half of them). The laws usually cover excessive glare for oncoming drivers but that wouldn't apply to leaving properly aimed low beams on with the high beams since you are required to dim the high beams for approaching traffic.

I just did this mod and when I turn off the high beams there is a delay for them to actually turn off. The light on the cluster goes out right away but the highs don't actually dim anywhere from one to ten seconds? I dont know if it matters but Ihave a headlight upgrade harness that takes power straight from the battery to the lights and uses the stock plugs as switch power to the new relays. I use this same harness on other (non F body) vegicles with the same setup (all 4 lights on at a time) with no problem.
Anyone else had this problem? maybe if I use a relay instead of a straight jumper?

Anyways I figured out the highs only stayed on when the fog lights were on, if I turn them off, the highs go off to. So I did the "fog lights on with high beams" and it fixed the problem. Dont know why, dont care but now I have more lights on and they work like they should.

wouldn't it be... safer? or least better looking to use a scotchlock or something, opposed to the stripping of insulation on those two wires and electrical taping a wire between 'em?

Hey thanks for the info! I have a 97 firebird that I did the front end conversion on to give it the 98 - 02 look. I have been trying to get mine to be like the real 98 - 02 firebirds. This should do the trick! I will put up some pics when I get a chance to do it!
