write up: hi and low beams on same time well i fugured it out and thouhgt id make a write up on how to do it.

well first off you need to unscrew and pull down the bottom covers under the steering wheel.. look down the steering wheel column. on the left side of it about 1/2 way up from the firewall theres gona be a high/low headlight dimmer switch connection. these wires are what go up to the switch itself up at the top of the column.
its a little tricky to get this out because theres not a whole lot of room for your hand to fit up there. once you do get it out, you'll have to splice into the TAN and YELLOW wire with a short piece of wire. make sure its a heavy guage wire to handle the current running through it. i used 14 guage.
make sure to clean it up so that you get a good connection
then you can solder the wires together or not, your choice. make sure to wrap it up with some electrical tape or shrink wrap it.
once you have that done, just plug the connector back together. and put everything back together. now with this done you will be able to have just your low beams on and when you switch the high beams on the lows wont go off. if you drive with your fog lights on they will still go off when the highs are swithed on

No relay is necessary. This mod just makes the Camaro wiring configuration the same as on Firebirds which already leave the low beams on with the high beams. The Firebird wiring has the low beam power bypass the dimmer switch to ensure they remain on, so this mod just adds the same bypass to the low beam side of the Camaro dimmer switch. Of course, make sure you use a big enough gauge of wire for the bypass.

Normally, I would shy away from jumping wires like this because it will cause double the current to flow through some of the wires when both sets of lights are on. (This could lead to blown fuses.)
I checked the Factory Service Manual and this seems A-OK. Interestingly, Firebirds will do this from the factory, but only the Camaros switch between the two sets of lights. Upstream of the headlights, the Firebird and Camaro consistently share the same wiring gauges, so the Camaro wires should also be good for the current. (This mod effectively mimics the Firebird's wiring.)
One point - the tan and yellow wires are 12 ga., so I would suggest also using a 12 ga. jumper. If you want to avoid soldering, you can also use 12 ga. splice clips available at Radio Shack. (12 ga. clips are usually tan in color - be sure not to use red or blue ones.) (Splice clips are also very easy to work with in tight spaces.)
There are also other wires that you can jump to get the same effect; however this example (tan and yellow) is the best way to go as it won't increase the current going through the high beam switch.
