Voltage Drop at High RPM

Voltage Drop at High RPM
Guys, I've been experiencing a voltage drop at high RPM. At anything above 4500 or so, my in-dash volt gauge drops to 11.XX. This has also been verified by logging my ignition voltage with Auto-Tap, and I see the same exact thing. However, a digital voltage guage pluged into the cig lighter never budges from 13.XX volts during the entire run. I initially thought it may be due to belt slippage, so i installed a Katech Tensioner. That didn't help. The belt is failry new and in good shape and the alt is from advance auto and was installed about 6,000 miles ago.
So, two questions: Primarily, what could be causing me to see this high rpm voltage drop? Something wrong with the voltage regulator in the alternator?
Secondly, Is the cig lighter wired directly to the battery, and thus wouldn't show the voltage drop at the alt?
Thanks guys.
