lights on dash coming on

lights on dash coming on getting exhaust welded, the stupid guy shorted something. if you have any help, let me know. heres whats happening.
lights on dash come one. SES light stays on no matter if key is on or off. instrument cluster sweeps intermittently with key in or out of ignition. car does not start unless an obd II code reader is plugged in, yeah that means the pcm needs to be jumped. misc relays clicks, fuel pump and turn signals. both the body control module by the blower motor is unplugged and removed and the one behind the radio. and the turn signal or flasher relay keeps clicking. the relay box thingie that sits to the left of the fuse boxes under the hood was clicking, i have no idea what that thing was. when running the transmission seemed fine, so i have no reason to suspect that control module was damaged. the pcm could be, but with things like the turn signal/hazard relay clicking and both bcms removed, there is a short somewhere. also while running the alternator does not put out more than 9 volts on the cluster, but it was slowing 0 fuel in the car and i know i have half a tank. once in a while the abs like comes on. of course tcs off light is on.
i think the fuse box is shorted or wiring some where around there. if you idea, thanks.
p.s. do you know where i can get vehicle wiring diags on the net?
