it takes no effort at all. the hardest parts, which arent actually hard at all, are 1) actually allowing yourself to stick your lights in the oven at 200+ degrees. 2) pulling the lens/housing apart, you kinda think your gonna break something, even though theres really nothing you're gonna break.

You don't have to cut up anything. Heat, Open, Mask, Paint, Close, Profit. I've done 3 of these and it only takes an hr or so.
But yes, a shop will rape you on the price. That if you can actually find one that will do it.

i personally like oreilly's they USUALLY have knowledgeable people that have an idea of what your talking about... like when you go up to autozone and ask them to look up what size wipers you need to get and they ask, ok what size engine is it??? like seriously does it matter!?!?! just click on one...
