On a small area like that, you might get by with something like ScratchX by hand.
If you're wanting to do a whole vehicle, your best bet will be to invest in a Porter Cable, foam pads, and some polishes.

if you know how to polish a car with a buffer, than go get some meguiars cutting compound, run over the entire car with this stuff, then rubb off any residue. Next use meguiars swirl free polish, and again run over the entire car with that. Finally go over the car with a good coat of mothers carnauba cleaner wax. If you can manage to keep the buffer flat, the swirl marks will be gone. Make sure you keep up with waxing or the swirls will come rate back.

its not just the machine,
it is pads, polishes, wax / sealant and the right process,
and yes, it is possible for 80 - 100 % of the paint to be restored.

Now we are talking swirl marks and other minor blemishes here, if the paint is scratched through the clear, you are not going to be able to just polish it out.
