It's a steering wheel shaped like the letter D. The flat part is the bottom of the wheel.

I don't really like the look of the flat bottomed steering wheels but my boy Moe put a aftermarket steering wheel in his TA a few weeks ago. I think it looks pimp as heck.

I don't think you'd want one unless you had a really tight steering ratio. I'm pretty sure they only reason they exist is to allow for leg room in race cars, but they don't have to take their hands off the wheel much.
