Thats kinda Broad - Any Car can be great to take to the road course, depends on what your looking for - Driving Style, experience etc. Hell Miata's are track machines but I wouldnt be caught dead in one.
For me Personally if I could have one Road Course Car it would be a Porsche GT3 - But thats about 5x the cost of my V.

^ yeah i guess it is kinda broad...Hmmm, any car under 20k new or used. I've been wanting to go a road course for awhile now but im just to scared to take my V
Id rather take something that's not too expensive to repair if something does happen. plus my V is a daily driver

For a 90% track car, I'd buy a 88-95 mustang with a 5.0 You can buy anything for it for 1/2 the price of a V. Full suspension, brakes, few motor mods, wheels, tires, etc for next to nothing. Check out Griggs, they make all kinds of mustang stuff revolving around road courses.
Car:3-5k
Everything else 3-5k
Your under 10k and have a car that can beat 99% of new cars, it's a hell of alot cheaper, and you don't have to worry about breaking parts.

-Spec Miata (the are bulletproof & handle amazing, cheap to own and operate, you just have to be very secure in your masculinity to drive one)
-Spec e30 (mid 80's to early 90's BMW 3 seriers)
-CMC (fox body/5.0 mustangs vs. third gen f bodies...cheap...cheap...cheap)
- Honda Challenge (civics, crx, and other craptastic FWD machines that you should not buy, but somehow seem very popular, exception would be s2000)
- Spec 944 (amazing handling)
With that said there are a lot of choices under your criteria. One thing to consider is, if you want a power car or a momentum car. Power, consider the CMC or even AI cars. Momentum (i.e. great handlers lower on power) Miata, e30, HC, 944.
You can always get a Miata, and put a turbo on it, and have one hell of a car if you can get over the Miata stigma.
I'm not going to mention 911's or vette's, etc, or even the V, because they can get pretty pricey to track them hard.
