I personally purchase everything through Texas Speed and Performance when it comes to engine parts. Not sure what all they would have to offer for what you are looking for but it's worth a shot. They might be a little higher priced on a few things than other companies but they have a good reputation and im very pleased with them

The only real price difference between a 402 and a 416 is the cost of the LS3 block so make sure you look at that also. Then having over a 4" bore will allow you to upgrade heads later.

The heads will fit but also remember your choice of intake will be different because of ports though

I would go with a fast intake personally but you will need cathedral ports on a LS1 style head where as LS3 heads are rectangular. The choice of which size fast intake you go with would really depend on your engine setup. They have several options but 90mm or 102mm things like that just depends on what you're ultimate goal is. Just get the throttle body to match it because running a 90mm intake with a smaller throttle body will defeat its purpose.

All heads fit on all blocks except for where larger valves need larger bore to clear. LS3 need 4" or larger bore and LS7 need 4.1" bore to clear.

You can bolt your stock LS1 heads and intake on a stroker LS3. Won't get all the performance, but have room to improve. Hotrod did like a 20 intake shoot out for LS1 ports, so good that to learn about each. If or when you change to LS3 heads you would need an LS3 intake so might want to stay cheap now and get a good one later.
