66 International Travelette with LS376/480 OBD2 problem

66 International Travelette with LS376/480 OBD2 problem
Hi all. First post here although the board been a resource for a while now.
I recently installed a new LS376/480 with gmpp harness and ecu into my 66 Travelette 4x4 along with an NV4500 and np205. I know, not the best combo but it is what it is.
I am finally complete on the installation and it fired right up. However, I cannot get a read from my obd2. It powers up my Innova 3100 but then won't connect. I have also tried a bluetooth enabled elf but same thing. I called Jegs and they gave me the number to GM performance. The guy had never heard of an Innova 3100 and said I need a Tech 2 to read it. He said to program as a 2010 Cadillac CTS-V.
I am wondering if anyone has successfully connected a regular code reader to an LS3 crate motor and had it read the codes.
The MIL light is on and my idle is hunting quite a bit. When I rev it to 2500 it is also hunting. I now have 30 miles on the motor is all.
The other odd thing happening is when I take off in first, especially when climbing an incline, it surges horribly, making all in the car laugh hysterically while I am contemplating how to kill something out of frustration.
Any ideas or help would be great. Mainly looking to read the ECM to see what codes are being thrown. Thanks in advance. Love this board.

67Skylark - I am using the GMPP stock ecm for the ls3. No tcm as I am running a manual trans.
Sparkydog - that would be great. I am in Glendora which is east of LA about 25 miles.

I have the E38, not sure what you have.
My actually runs through the TCM them to the ECM., but with out one a TCM I would guess it would run direct to ECM.
ECM X1(black) pin #27 GMLAN low or - would go to Pin #14 on the ALDL (OBD2),
ECM X1(black) Pin #28 GMLAN high or + goes to pin 6 on the ALDL (OBD2).

Grounds are all good and we have continuity on all five wires coming into the OBD2 connector including ground to 4 and 5 and power to 17? I think it was.
Decided to go back to the dealer to have them determine if the ECU has issues since there is no signal coming from the OBD2. Will post once we find out if the ECU is sending the signals.

I have the E67 and the pins are the same.
I don't know if this is a valid test but with the key off, we get continuity from the negative battery cable and CAN+ but no continuity to CAN-. With key on, we get continuity from + battery cable and CAN-. I am assuming this is normal.

Power is on pin #16, there is no pin #17 so I assume you have them all accounted for. I'm not familiar with the GMLAN high and low to ground check, maybe some else can jump in. Good Luck
