Okay I am confused. How and why does the seat need to be welded to the cage. What I have read in the NHRA rule book doesnt say that unless I have missed it.
What I read is that the seat has to be placed so that the drivers head sits no more than 6 inches away from the main hoop.

You don't have to have your seat welded to your cage, or mounted to your cage,
as far as I know,
but I know its a good idea.
What most people do and I am pretty sure its legal and the way to go,
is:
They have a small 2"-6" tube welded to their crossbar behind the seat,
perpindicular to the cross bar, At the end of this bar they have a flange with 2 bolt holes, and then have their Kirkey bolted to this flange, or mount, with some carriage bolts, so that they don't have bolt heads in their back. This way the back of the seat is mounted to the cage, which should help in the event of an accident.
I hope I described this clearly, its really simple. I have some pics at home,
let me know if you need to see em , I might be able to dig em up this weekend.
