2002 Camaro can't pass emission test in NY
My brother has a big TTP cam in his 2002 Camaro. The local shop in town has not been able to get him to pass the emissions test. Help! Any suggestions? Would getting it re-tuned do the trick? I have read how NY emissions testing has gotten much more stringent recently, is it impossible to own a car with a cam & headers in NY now?

The NY inspection just reads the OBD 2 info from the computer. If the current tune doesn't have the correct settings for the O2 sensors (since it has headers) or if it's not allowing the monitors to reach a ready status that's where the problem lies.
The inspection printout should list what the reason for failure was and that should give a good tuner an idea what to correct. When the tune is right for the mods he has, the inspection computer doesn't know whether it has cam/headers or is 100% stock.

It's like going to the doctor and saying "I'm not feeling well, help" but not giving the doctor any info on what is bothering you. First thing they do is ask for symptoms or what hurts...so we need to know the same for this car. Otherwise there are literally hundreds of things that a car can fail that test for.

Very true I guess what I am really looking to find out is if it is possible at all for an LS1 car to pass the emission test with headers and a big cam. I know how stringent CA is and am scared that NY has taken a big step in that direction. I will come back here with the codes and see what we're dealing with.

Does NY do a sniffer test or just plug into the OBDII port? If the former, then you would need to have a cam that doesn't have exorbitant amounts of overlap. If the latter, then you should be golden so long as the tune is in check.

Just passed with headers, no cats, no rear 02, duals dumped at the axle.
As long as no CEL is on and monitors are in ready state you are ok.
2001+ cars can still pass with 1 monitor not ready. 96-00 with 2 monitors not ready will pass in NY. Just went through this last week with my 01.

Is this still true in 2019?
I have a 02 Camaro that shows the O2 Monitor Inc. O2 Heater is OK. They are new O2 sensors. Running a SLP 51013 Cam, 243 Heads, C6 intake w, no EGR, and Full Length Headers to 3" exhaust. Looking to see if this needs to read complete. No CEL is on.

NYS dmv says 1 Incomplete is acceptable for 01 to current year cars.
It maybe up to inspection station tech’s point of view on the topic since your one incomplete test is for specifically emissions equipment.
Since my original post I have put on a catted y pipe and full cat back exhaust.
I simply got tired of being in this dilemma every time.
