Boost pressure is irrelevant, EGT's and chamber temps are relevant.
IMO Inconel should be used for any turbo setup. Although perhaps E85 or methanol fuelled cars might run cool enough that it becomes less important.
I'd still use Inconel anyway. I even have them in my supercharged setup.

Inconel can still be a 1 piece valve. So if high spring rates etc are used, a 1 piece valve is always going to be preferred
So I guess springs and camshaft choice also play a part.

hi mate you have the answer with inconel valves but agree with n383 also depending on budget etc !!!!! off topic but just for more info what turbo with 18psi are you hoping for that power ??? cheers
