Default Decent OBDII scan tool.

I am shopping for a good OBDII scan tool. One that has actual commands. Like I need a tool that can command my fans on and off, one that gives me real time data. I am having issues with cooling fan #1 not working properly. I need to command the fan on or off and isolate my problem further than simply error code "P0480"

I'll be posting this particular error code in a minute.

thanks for any insight

You don't need a bi-directional scan tool to find your fan problem, you need a $10 DVOM and this diagram.
