Default Starter clicks - even after replace

Setup-
LS3 that thinks it's an LS1. (F body access, pcm, erry'ting)
New engine harness, relocated batt w/ 0 gauge.

Starter clicks about 2/3 of the time when I go to start. Not cliclicliclicli like a low battery, but one click per key turn. Happens both cold and hot, no pattern or way to predict. Occasionally the car cranks just peachy.

When it does finally start doing stuff, the clicks get quieter/lower pitched and 1-2 after that it'll crank.

Replaced the starter with a new unit, had this one professionally installed (thought maybe I had the spacing wrong or something). Nope, still does it. Ground is good coming off it.

Thoughts?

When we did the initial install, got a bunch of 4ga premades from autozone and grounded the block, each head, etc.

Could be an ignition switch going bad. Have someone try to crank it over and check for power at the small wire at the starter. If nothing there check the starter relay in fuse box under the hood.

Could be neutral safety or clutch switch but it sounds like the solenoid is not getting a full 12volts in start all the time. Bad connection. Use a jumper wire from bat. to solenoid to bypass the other switches. If the starter works every time you've got to back track.
